The vertical resolution is FIXED according to analog TV standards, while the horizontal resolution is CAPPED by the signal bandwidth (and in case of signal sources with pixels, like CCD/CMOS cameras by the horizontal amount of pixels). For NTSC (EIA) this is: 483 visible lines, for PAL (CCIR) this is: 576 visible lines. Most equipment will capture NTSC with 480 lines, making it compatible with "640x480" VGA.
